The Downtown Albuquerque Redevelopment Plan

A Plan For the Future of Downtown Albuquerque

The Plan will identify priority public improvements, including streetscapes, public spaces, lighting, and wayfinding. The Plan also will highlight possible programs and incentives to encourage private investment, such as tax abatements, grants, and low-interest loans. These programs can be funded by the new Tax Increment Financing legislation recently passed by the State of New Mexico.

The City of Albuquerque’s Metropolitan Redevelopment Agency is updating the Downtown Redevelopment Plan. This update will present a fresh and ambitious vision for the future of downtown. The plan will provide a roadmap to grow our flourishing community in a way that can attract new residents, businesses, and visitors to Downtown. The process will include a high level of community input.

Timeline for the Redevelopment Plan

Below is a timeline outlining the phases and milestone meetings for the Downtown Redevelopment Plan.

Phase 1:
Introduction
During Phase 1, the team established an Advisory Committee that represents various stakeholders vital to guiding Downtown’s growth.

Phase 2:
Background Review & Analysis

Phase 2 gathered input from the Advisory Committee and critical focus groups (based around areas of expertise such as economic development, neighborhood leadership, and transportation) to understand the opportunities and obstacles relevant to Downtown. We will host open forums to engage the community to increase and provide local knowledge. We want to ensure everyone's voice is heard and that our work is collaborative and efficient towards solutions that benefit the community.

Phase 3:
Establish the Vision

Equipped with a thorough comprehension of Downtown, the Redevelopment Plan team will work hand in hand with the public and the Advisory Committee to create an engaging, unambiguous, and innovative vision for Downtown redevelopment, which will pave the way for the future.

Phase 4:
Develop the Downtown Concepts

During this phase, our consultants will take the vision outlined by the community and translate it into a proposed development plan for Downtown, including recommended public and private realm developments and enhancements. The consultants will then return the proposed concepts to the public, the Advisory Committee, and the community for additional input.

Phase 5:
Developing the Implementation Strategy
The Implementation Strategy will set a roadmap to ensure the Downtown Plan has continued momentum. It will identify how to leverage existing assets, introduce new ideas, and enable the transformation of Downtown Albuquerque in line with the community’s vision. Together, Albuquerque can create a powerful and impactful action plan that leverages our unique skillsets, resources, and local talent. With our local talent and creativity, we can bring our vision to life and make a lasting impact in Downtown Albuquerque.

Phase 6:
Final Documentation

The Plan for the redevelopment of Downtown Albuquerque will help us grow into a thriving hub that reflects the needs and desires of our community. By engaging with the public and working together, we will create a vision for the future that inspires and uplifts us all to build a brighter future for our city.
